These cars came with the Speed Shop sets.  The set comes with 2 cars and many different wheels, engines, front bumpers and tail fins.  All of which are interchangeable so you can make different looking cars from them.  The base also ratchets up and down so you can adjust the wheel clearance for the larger wheels.
